While the society is in chaos, Khumariyaan has found its peace in local jams and events at institutions far from home and has became a mobile musical and intellectual experience.

Is it a static dogma or an evolutionary thing which adapts, changes, absorbs things and develop new things? What are your parameters of culture? Is your question motivated by religion or culture? The shortest answer to your question is that Pashtun culture like all other culture is evolving and this is a much better adaptation than the gun trotting, throat slitting Talibanization which very few question as a Pashtun culture..Lets question that.
