Starscream does a lot of things with his wings depending on the situation. Such as when he's fighting or at least being aggressive they flare up and stand up high to look more imitating. But when Megatron about to kill him in the mines he folds them down and gets on his knees to look less threatening. The animators put in a lot of details like these throughout the series. Such as Optimus unable to look Jack in the eyes when he gave him the Matrix Key thing. His eyes were glancing away from Jack avoiding eye contact as the guilt of lying, even for good reason, was too much for Optimus to bear. Megatron later states that Orion Pax was never that well versed in the art of deception.
