That's not the only reason; When shanks stopped 'the war of the best' someone asked him if he wanted to meet luffy,there he said that they made a promise to only see each other when luffy was good enough to return him the straw hat, if he were to meet him it would have broken the promise. Technically he has such control over it that he can exclude his close ones from the attack. If he didn't he would have knocked out Uta a dozen times over... His actual crew could most likely take it though...

@@Robin93k whitebeard didn't use conquer haki in marine fort because he was afraid to knock out his crew members also he had a lot more experience then shanks. So maybe using conquer haki on specific person and not affecting nearby people is not possible if possible that why didn't whitebeard use his haki on marine in marine fort
