Kevin Franke explains his push for DCFS reform following statement to lawmakers
The ex-husband of convicted child abuser Ruby Franke is calling on lawmakers to change how police and the Utah Division of Child and Family Services investigate cases of abuse. He says there are too many loopholes in the system that made it easy for Franke and co-defendant Jodi Hildebrandt to hide what was happening to his children.
Top officials with DCFS were called before lawmakers on the Child Welfare Legislative Oversight Panel and asked specifically about the Franke case. Some panel members say they've been waiting for answers for months, but DCFS wasn't able to provide specific details while the criminal trial was ongoing.

He is responsible first before the state.
Seems like he’s giving all the blame to Hildebrandt but his wife is just as guilty, if not more because she is the MOTHER!🤷🏼♀️

After they got caught being abusive. Their "spiritual enlightenment" lead them all to violence, but Kevin can't be honest with himself let alone the public.

Franke and DCFS director are both full of it!!
Kevin Franke is just as Guilty as his wife. And now he is using the system for what? To try to make him self seem important. The most important role in his life was to be a father and protector to those kids. And he failed that way before Jodi came in the picture. It's in the video's.
Is he trying to blame the State and DCF to get a check? 🤔 Is he asking that new rules or regulations are implemented to supervise bad parents that are not involved in their children’s life? Not sure what he’s asking, because he too is responsible for not being there and doing his job as a parent that he is. If he was blindsided and manipulated imagine DCF 🙈 He should have reported that he didn’t have access to his children and that he was concern for their well-being. That is the responsibility of being a parent, not just a “provider”.

I’ve been following this case very heavily since the beginning, and I understand that Ruby and Jodi had their official sentencing hearing in February, but the give an EXACT amount of time they will be in prison, I know its up to the Pardons and Parole board to determine an exact amount of time they will be in prison, but just out of curiosity how long does that take? In my mind, until you have an exact amount of time, none of this makes sense, can someone please explain this process to me better

He knew and actively participated. There's a reason he wanted his journals and electronic devices back.
I actually do believe him in some accounts. The amount of people who have spoken out and said that Jodi ruined their lives and their marriages by manipulation is insane. These people are weak and very foolish but trusted a counselor recommended by the Church who mad them believe they were awful people. Is he an idiot who was more like a child to his wife instead of a husband? Yes he is. But he wasn’t aware of the extent of the abuse. That’s a fact. And the law he’s pushing for should be passed for the safety of all children in the State.
