Thank you for this. I finally fixed my issue. After watching your short I pulled the top end of the carb and sure enough, one of the 5 plastic legs was brown, which told me all I needed to know. I simply realigned and am back on my 2002 Kawasaki Vulcan 800 Classic.

I just checked mine and what you are suggesting is impossible on my carb at least. The plastic spring keeper cannot go all of the way down unless it is in it's slots. I'm which case it cannot block the vacuum hole? I tried to put it in incorrectly and it cannot block the hole no matter what I do?

If that's how it's made it might not actually be blocking the vacuum hole. I'm not sure what carb you are working on.

Pretty sure I did that wrong because my bikes not running right anymore after I cleaned it a couple hours ago
