Josephine Teo and Jamus Lim debate effectiveness of Singapore’s Employment, S Pass measures

    Jamus wasn’t disputing the numbers. He was highlighting that the interpretation of the numbers may not give a true picture of the PMET situation and he makes an important point. She spoke for 3.5 min rambling about things everyone already knows and agrees about “keep people employed, have less reliance on foreigners”. Without giving a single constructive idea. And this is what she’s being paid millions for?

    In actual fact, JT did answer Jamus' questions. Don't be so fazed and amazed by the angmoh accent. Question by JL: Is slowing down the rate of EPs and SPass holders sufficient in preventing local PMETs from being displaced. Measurements in terms of %increase might be misleading when we consider absolute numbers. 20% increase from 50 is 10 pax. 10% increase from 200 is 20 pax. Therefore the claim that the slowdown is less dramatic than as claimed by JT. A simple summary (*intepretation, as some prefer*) of JT's answer is this: 1. If you suddenly reduce the number of SPASS and EP holders in an unsustainable manner where the number of locals available cannot replace, we might end up having companies closing down in an already tough recession climate. In layman's terms: We can have a company hiring 56 foreign PMET and 44 local PMET. But if we suddenly cut the number by say 12 and increase the hiring of 12 local PMET = 44 foreign PMET 56 local PMET, without the ability to supply 12 local PMET (skilled, trained), it might ultimately become unsustainable to operate. We either suck the existing 44 local pmets dry by making them work OT (sure if you are willing to work the extra long work hours) or close the company down resulting in further large scale unemployment of both PMETs and non PMETs. This in turn harms the people the policy originally aims to benefit. Now, the government is trying to slow the reliance on foreign PMETs while at the same time gradually training up our local pool of graduates with the right skills ( globally sought after ). This takes time... look at the jobs our parents hold back in the early 2000s. Look at the jobs we millenials hold. The standard of jobs our young adults hold have increased significantly. This doesn't occur over 1 or 2 years. The hiring of foreign PMET is a temporary blunt solution to sustain company operations, long enough for our own Singapore core to gradually fill up the spots with right skills. As an example at the present moment a company of 100 may hire 56 foreign PMET and 44 local PMET. Then it increases the headcount to 150 (81 foreign and 69 local). Yes there is a drastic 45% increase in foreign PMETs, but at the same time the number of locals hired will be raised by 56%. SooooOoo, don't just look at the 45% increase in hiring foreigners. Because this has resulted in an increase in the number of local singaporeans being employed. Such numbers are just raw figure plays as some naysayers might argue. But look at the current state of employment in singapore, compare it with other democratic nations and cities with natural resources. 2) she is just stating the percentage and not trying to do number play. In my opinion, everyone knows percentage is relative. You can just refer to employment statistics to convert the percentage to absolute numbers if you prefer.

    @@yea5458 Are you sure the local PMET are not skilled or trained enough or rather they are being overlooked??? I doubt so. I have worked in the IT Industry and I do see many talented locals but they are not being considered fairly. A point to note: Why do we call Chennai Business Park? Vietnamese has good developers as well and there are many other countries which are equally good in the technological sector as well. The problem is this, alot of these ministers are not working in the technology sector and therefore clueless on the ground level. You need to work on the ground more, and understand the local PMET views.

    Jamus Lim: I appreciate the efforts by MOM to address PMET concerns. And that said, I would like to clarify if Minister Teo believes that simply slowing down the rate of EP and S Pass holders is sufficient to ensure that local PMETs do not get displaced. I say this in part because this strategy, while it’s a very blunt strategy, and for starters we need to take into account base effects. So, let me explain. Even if the rate of issuance has slowed, as Minister Teo has shared, it's misleading to actually compare the two. So for instance a 20% increase from 50 people, for example, is 10 people but a 10% increase from 200 people is in fact an increase of 20 people which is larger in absolute terms. Now, I understand that 35,000 people is larger than 9,000 but the point is that the slowdown in the rate of EP and S Pass issuance is less dramatic than Minister Teo claims. Moreover, we should be aware that of the effect of diminishing returns by which I mean, many PMET positions may already have been secured by foreign talent so it's no surprise that the number that is now required actually goes down. Josephine Teo: Thank you. Mr Speaker, I merely stated the facts. I did not say that one contribute, I did not say that one contributed to the other. I stated the facts, this is what they were. The facts. Are what they are. But I thought that I should perhaps address Dr Jamus Lim’s other questions. Are we satisfied with slowing down the rate of growth of EP and S Pass holders? The perspective that I'd like to share is this, ultimately, we have to ask ourselves, what does it take to help Singaporeans stay in employment; stay out of unemployment and over time, to achieve income growth to achieve retirement adequacy. Those are the four things that MOM is always looking at. Then we ask ourselves what is the best way to achieve these outcomes. If we can do so without adding to the number of EP, S Pass holders for that matter if we can do so continue to deliver good outcomes, help Singaporeans enjoy high employment, low unemployment, income growth and retirement adequacy without using more foreigners as complements to our workforce. If we can reduce the reliance on unproductive manpower-intensive methods of work in some of our business sectors today. If we can groom more Singaporeans, to take up the good jobs that we are creating, then of course, the answer is yes. But the important thing really is - what does it take to deliver and bring about these good outcomes for Singaporeans? And then we ask ourselves within the options that are available to us as a tiny red dot. How can we mitigate the difficulties, the shortcomings, and the worries that people have - legitimate worries that people have about a very sizable foreign workforce. We are aligned in that regard. I don't think that the destination that we want to head towards is a different one. But we have to ask ourselves, looking at the opportunities as well as the constraints we have as a tiny city-state which Mr Leong Mun Wai reminds us we’re a tiny city-state, we're not a tiny city and a tiny city-state has got its opportunities, but it also has its constraints - within those constraints what is the best way to help Singaporeans move forward. That has to be the answer and not some pre-determined ideas about what you bring it down to. Supposing we can bring it down to zero, even negative which is what has happened the first seven months of this year. I reported to members the first seven months of this year, total number of EP and S Pass holders have gone down by 22,000 - that's what it is. Suppose we can bring it down to a different number and so on but at the same time, the job opportunities for Singapore have shrunk. Your children, my children one day coming to us and say mom, dad, sorry, you know - can't find a decent job in Singapore anymore. And they really no longer have that opportunity of the six in ten jobs that we talked about - which many countries have found themselves similar in that sort of a situation, is that going to be better for us? Well we'll have to think very hard about whether the answer is yes, thank you.

    Exactly! From back in those days already we (YOUNG PEOPLE WHO STUDIED ECONS!) tried to put the govt to task and questioned them on why all these PMET foreigners were given the good jobs when Singaporeans are equally qualified, competent and experienced (if not better). We were labelled xenophobic, racist etc for pushing for a "Singaporeans First" ethos. We already saw this coming back in 2003, but everyone now is just waking up.. Seriously, the government is a JOKE.     Try travel to any country nearby and live there for a few years to understand corruption. I am from Vietnam, I think SG MPs' pays are justified because corruptions destroy the culture and the system for generations. And as no system is perfect, the Singapore system allows your active participant in voting the politicians out if they don't do a good job.

    @@jasonle6910 the point is that >50% of PAPigs are unelectable. They are only entrenched due to first past the post system that creates an artificial majority. NZ ditched this system and adopted proportional representation. Westminster style does have its flaws and NZ made a wise move, which allowed a capable leader like Jacinda Ardern to rise to the top. If we had proportional representation we would have less PAPigs and more brilliant people like CSJ, Tambyah and Nicole Seah instead. Leong Min Wai would also be a full MP instead of a NCMP.

    @Sushi Saim Many local companies also hire foreign PMETs because it is cheaper to run with lower manpower cost. I am happy with cheaper services as a result of foreign PMET until I lose my job because of them. My children have to make themselves more competitive otherwise they will end up washing cars for foreign PMETs.

    Many years ago Penang wanted Seagate to set up shop there. The deal breaker was the inability to produce 500 engineers. Same goes for Singapore. The ability to attract top banking companies to setup shop requires a certain level of trade off. Casting a blind eye to these companies who maintain a certain level of biased HR practices to bring in their own talent, the fear of corporate usurpation from Singaporeans, corporate bottomline, etc.... HR practices are as well complicated as a poker game.

True story, I heard a story of a South Asian who stayed here for fifteen years asking her local colleague who happens to eat wanton noodles what is that. Just go to both sides of fort road any weekend , you will smell certain spices in the air. These foreigners will gather among themselves and hardly bother to assimilate unless for career advancement opportunities. There are many other more these folks here . Using the opportunity to buy property , after few years goes back . Leaving the locals with high property prices. Ultimately locals are at the lose end , you sell high , you need to buy high also as you live here. For them , they sell back to you high , they say bye bye . Could you please tell me how come average four room government HDB flat prices from the early 2000s of 180K to today 360K ? Does the raw material increase 100% or your pay increase 100% last decade ?

    She is just beating around the bush, while Jamus is was clear on his point. Josephine Teo uses words such as 'constraints', or "the best way" to solve the problem, without actually talking about the issue. I certainly do not want such a minister in our parliament.     Actually both of them don't understand each other lol. But MOM has already did what they did which saw many of the foreign workers packing their bags and leaving the country. And their jobs are now open

    @Sushi Saim actually I'm working in an MNC and my EP (fellow colleagues) are in danger of being sent back after their pass expires; due to the increment. The SP(people under me) are also. Some are already gone with a snap of a finger. These means open jobs for Singaporeans.

    I don’t understand why Josephine Teo has to keep restating the fact that we’re a “little red dot” and a “small city state” and repeatedly point out the obvious fact that we face constraints in terms of size. Shouldn’t the correct question to be asked and answered here be: As a small city state, what can we do to circumvent this issue besides hiring foreign talent? What makes foreign talent better than local talent? Why aren’t we matching up to them? Repeatedly pointing out our inadequacies without proposing solutions doesn’t solve anything.

From back in those days already we (YOUNG PEOPLE WHO STUDIED ECONS!) tried to put the govt to task and questioned them on why all these PMET foreigners were given the good jobs when Singaporeans are equally qualified, competent and experienced (if not better). We were labelled xenophobic, racist etc for pushing for a "Singaporeans First" ethos. We already saw this coming back in 2003, but everyone now is just waking up.. Seriously, the government is a JOKE. If you couldn't stop this problem in its infancy as highly-paid millionaire ministers back then, and if you were too dumb to realise the truth of what real EDUCATED and BRILLIANT young Singaporeans were espousing and foreseeing in 2003, you do not deserve to have this job of being an MP/Minister! For shame! 😡

    So, what has she done all these years to ensure Singaporeans achieve those 4!? Not a few of us including myself lost our jobs to foreigners. What govt said is not aligned to reality on the ground. We need massive immediate changes and not take your own sweet time approach when many are losing jobs and struggling. Most of us do not have your multi million $$$ salaries to see us not working for months!

    The problem started initially from 10-15 years ago, when Singapore opened the flood gate to Foreigners without training local talents. They took the shortcut hiring FTs to advance faster. Now..​this is the result & consequences of their past actions. They're now facing not enough manpower and shortage of local talents. They have to clean up their own mess caused by themselves. Lol..

    If you were to dissect the data, I can assure you that most of the FTs are in GENERALIST jobs..not technical or specialized roles. Jobs that Singaporeans CAN do but shut out of the system due to cronysim and nepotism from very invasive cultures. They packed the layers and declare Singaporeans are not hungry and competent. Dont accept this narrative, we are great at Generalist roles, for the rest, we welcome FTs..

    Bro go to NTUC you will notice a big difference in attitude with our local cashier and Indonesian cashier lady . How polite are the later and also remind me if i am near $20 mark to earn point so i get something to cross that and get points. We need to train and re train. Go to a clinic aso ask a price for something our local assistant say they don't know must ask doctor and leave it there but foreign one politely gets the info to us and caring too. We need to change first. This difference increases with more complex jobs so these foreign companies hire from other countries thats why . now if they leave then we all jobless and worse this situation

    J. Green Recently l had a bad experience with the foreign workers in the Customer Service Dept of a big organisation. It’s absolutely a fallacy that just because they are from some poor third world countries they are somehow better workers than Singaporeans in attitudes n skills. One of them can’t even write in proper English to me! You must have been very lucky to be served by a polite foreigner working in the front line.

    I think effectively Josephine Teo did answer Jamus' question, by saying that all she stated was facts, and all these are data that are indeed true. However, I still believe that Jamus has a point to a certain extent, in which using percentage change is not a viable way to prove that the Government is effective in carrying out its policies for Singapore. This, Josephine Teo did not tackle well. To answer another of Jamus' question (not in the vid), Josephine then went on to talk about MOM's stance on the current slowing down the rate of growth of EP and S pass. To sum it up, should MOM be able to achieve their 4 goals effectively, yet maintain the slowing down the increase in number of these foreign worker passes, then of course they would be more than willing to continue doing so. However, the reality is that is not the case for Singapore, where we rely to a certain extent on foreign expertise and investments. Continuing to maintain the slow down in increase of these foreign worker passes could result in MOM not being able to maintain its 4 goals for Singaporeans, especially for the future generations. And as such, the Government will need to carefully consider the options before saying they are satisfied. This is just what I gathered from the transcript in the comment by Sulaiman B S (thanks man, I was also confused by Josephine Teo at first HAHA) so yeah its my stance what went on that's all.

    Josephine Teo unfortunately is not confident in her reply. She is running the MOM and her reply is not up to a gd standard. Allowing foreign companies to set up their businesses here should correspondingly allow majority of singaporeans to work in such companies. A smaller percentage of foreigners may work in these companies too. To say, no foreign companies here in spore, no job for singaporeans is irrational!!!

    To be fair, Jamus asked a relevant question and JT explained the delicate balance between keeping Singapore attractive to foreign investment and ensuring job opportunities for Singaporeans workers. I expect Jamus and JT to debate over how to make the pie bigger and still eat it. Dun stop the debate here. The real issue is there r companies that take advantage of our friendly foreign-investor policies to bring in their own countrymen and showed scant interest in keeping the Singaporean core in their workforce. Time for MOM to re-examine how to encourage and help Coy to recruit and develop local talents, and be more stringent in ensuring fair work opportunities. PAP’s approach of Singaporeans working hand in hand with foreigners to form a world class workforce to meet global competition is far-sighted and commendable in bringing in quality investments. Both of u, please work together to make that vision real!

    Agree. We can keep the pie and eat it too - but not at the same time. Count the numbers or take out a few to stem it, i.e. monitor it. The effort to come to a shared vision gotta start with a dialogue where assumptions and defensive routines are held up. Ministers are made to behave like 'knowers'.

    Clearly stated, the facts are at best misleading. with majority of pmets already in the hands of foreigners, while local pmets are hard pressed to land into suitable jobs for the family dining table, it is high time and opportunity for govt to stop issuing all EPs or SPs immediately at the same time let market readjust back and wean off any of the businesses' over-reliance on "Foreign Talents" since its already in negative figures as JTeo has claimed!
