Could Jonathan delve deeper into his idea of creating a territorial defense force. For example: why a territorial defense force and not a national guard? How should it be manned, funded, equipped, and trained? How would it cooperate and coordinate with the military and police?

It definitely could be true that politics and money are corrupting the process - and you have a very good point about the IMMEDIATE need for a solution. On the other hand, we just saw a brilliant military operation which was based off of careful studying & planning. Perhaps something similar is going on here - where they are thinking of solutions that will be highly effective and efficient for a variety of different types of drones and attacks. I certainly hope so. With that said, I still think you are making a good point about the need for (at the very least) a good quick and easy to implement solution until such time as something better comes along.
