I think he simply figured that since the program is open for civilians he had a chance. And why shouldn't he? I'm also thinking that we don't get to see everything, since the instructor (the sgt) told him that he would do great in some other (civilian) field but that jaegerkorpset isn't for him. If the main or only issue was his military fundamentals I think they'd have told him to improve on those and then try again in a year or two. Also, allowing civilians seems like a brand new thing here. Maybe the course isn't yet really much adapted to actually work for people with little understanding of the basics. If you compare with US Army Special forces selection they do allow civilians to try out (18X), but those civilians will first have to go through Army boot camp and then a pre-selection course to teach them the basics of land navigation, rucking etc. There the civilians actually seem to have a better pass rate than those who are active Army already since the civilians will go into the course with a pre-selection course very fresh in mind and body while the active Army guys often are really rusty on land navigation and things like that.

You can't apply for Jægerkorpset as a civilian no more. They have changed the rules. Now: You must have been in the army for at least one year before applying. Are you from the Navy or Air Force you must have completed Sergeant School.
