It's actually the blow off valve you're hearing, unless the evo has an open dump...

The Evo is equipped with a DV from the factory, not a VTA BOV. This being said, the owner may have very well installed a VTA BOV, even though it makes the car run like crap. It's common with ricers. Back on EvoM, almost every day we had to explain this. Don't think it did much good. Ricers must rice. It's like a disease.
