This is, sound structure & timing at it's very best, anyone in production know's how hard it is, to create flawless, clear, precise beats. DILLA made it look effortless. TRULY THE BEST.
The fact that Dilla’s beats make a guy like me feel like he can spit some bars for a minute is a testament to how hard they go

This sounds like it could have been the instrumental to "Come Close" by Common. Maybe The Neptunes bit off of it after Common couldn't use it because Tip use it
