It’s that he no longer cared anymore. Humans were a thing to him not a conscious being but something that needed to be unraveled. And when that happens with scientists it turns them into monsters as well. Because they no longer show empathy, emotion, sympathy or care. Because they don’t see you as a person but an object. That’s why Dr manhattan wasn’t able to see this coming even before the Tachyons caused by those thermonuclear explosions would’ve blocked his vision. He could’ve looked forward long before that plan was started but because he didn’t care and it didn’t matter to him Adrian was able to deceive him by playing on the one or two emotions and only real pieces of humanity Dr. manhattan had left and that was ego and pride.

"It didn't kill Osterman. Did you really think it would kill me?" This is a low-key terrifying line. Previously, Dr. Manhattan had been referring to Osterman and himself as the same person. "That was the last time I felt fear" right before the accident. "My father" in the scene with the pocket watch. But here, he refers to Osterman as if he was a separate entity, signalling that Manhattan has almost completely lost touch with his sense of being connected to humanity. Dr. Manhattan had felt constrained from doing things by having foreseen his future actions. Adrian messed that up by tricking Manhattan into helping him build the tachyon-projecting devices that he uses as bombs (in the comics, the devices are things Manhattan helps build, but the bomb is very different). Dr. Manhattan had desired to act in a way that benefited humanity because he felt connected to humanity by his friends, his ex-wife, his girlfriend. Adrian messed that up by giving most of them cancer and tricking Manhattan into thinking he'd done it by accidentally leaking radiation, thus separating him from most of his human connections. Dr. Manhattan could unmake the entire Earth if he wanted to do so. The key has been that, as someone who thought of himself as Osterman, as a human connected to humanity, he hadn't ever wanted to do so. Dr. Manhattan without a sense of humanity is a Dr. Manhattan truly without limits. In an attempt to keep humanity from destroying itself, Adrian creates a situation in which he's actually put humanity in even greater potential danger of destruction, with far less chance of being able to divert or stop the danger.

Veidt's plan worked because he made Manhattan detached from humanity, originating with his belief that he gave his first love cancer. By the time him and Lori are n another planet, making Manhattan unable to effect Veidt's plans, he had abandoned his affections for mankind. It's kinda like when the Comedian said he couldaturned the gun to snowflakes or whatever.manhattan , while on the surface seemed like he was concerned, beneath it all he was unconsciously unconcerned. The girl even says it to him at some point. His humanity was faltering. And, in turn, he was becoming less and less connected to his human elements and mankind. But, it wasn't ego that allowed Veidt to succeed, Manhattan didn't try to stop veidt because he had no idea Veidt was the bad guy because his omniscient vision was being hindered by his emotional state and tachyon particles or some such. By the time this scene is going g on Adrien had already won, he had set the bomb off already. Ego wasn't why Veidt was able to manipulate him, is all I'm saying. Batman would have already decuced a long time ago that Manhattan could reassemble himself. Though he would not attack the earth to save it, he has *threatened* destruction for the greater good. In the situation where Batman had to get rid of Dr. Manhattan, knowing everything that Adrian knows, he would likely succeed. Probably hindering his ability to reassemble himself, which Adrian should have had the forethought to attempt as well.

The wild thing is Adrian played to one simple fact and that was the fact the Dr. Manhattan didn’t actually give two flying fucks about the human race. He quite literally could have done ANYTHING and EVERYTHING he wanted including save everyone, hell probably even reverse time. But instead, he chose to always “cop out”. He realized that he didn’t want to put his thumb on the scale, not for the betterment of humanity, but purely because he no longer felt like anything they did concerned him. For all of his complex decisions, his morality was pretty much, “This is absolutely boring and I am faking interest just by being here.” The Comedian and Adrian are the only ones who knew that was the case. Everyone else was still trying to act is as Dr. Manhattan was supposed to be helping them. (No that’s not why Adrian killed the comedian first)
