It's maddening when someone says "something has happened" instead of "we are responsible" and inserts all his/her talking points about their enemy (genocidal/massacre/stealing) without dealing with what they are being asked. . . The words that should have come out of his mouth were "Sorry. We are responsible and we got it wrong".

Look how this spokesperson / minister who never answers the direct question. is dithering. Saying umm umm!! Is a classic example of non compliance in answering.
