One assumption you should have made is that the basis that forms v is orthonormal. Otherwise the a's wouldn't obey the Kronecker delta.

Its a notation. Its actually an integral which is 1 or zero. And you make use of symmetry

Would it not be more acuracte to say "we are not dealing with non-real numbers" than "we are not dealing with complex numbers" as real numbers are a subset of the set of complex numbers?

True, but usually when we say “complex numbers”, we usually refer to numbers that are strictly complex, aka non-zero imaginary part, mainly for simplicity.

Or you could just be a normal person, read context and recognize that he means "we are dealing with numbers with no complex component/a complex component of 0" because that's easier and faster to say and literally everyone will understand what he means anyways. That's always an option.
