Rwandan President Paul Kagame receives frequent praise for leading the country through an extended period of relative peace and prosperity after the country's brutal genocide in 1994.
The country has also experienced huge economic growth and much development, especially in Kigali. But Kagame's August re-election with 99 per cent of the vote, the changes to the constitution allowing him to potentially keep in power until 2034 and accusations of repression have raised alarm that Rwanda may be sliding sliding into dictatorship.
In recent years, international human rights groups and even allies like the United States have alleged harassment, abuse and arrest of Kagame's political opponents.
So, is Rwanda under Kagame a peaceful, democratic miracle or is it becoming a dictatorship?
In this week's arena, we debate this with David Himbara, a former adviser to Paul Kagame and now a critic, who is also author of Kagame's Killing Fields, and Gatete Nyiringabo, a senior fellow at the Institute of Policy Analysis and Research, who also runs the popular blog and news site Gatete Views.

    @@sebastianelytron8450 I don't think democracy is relevant in any country...Freedom of speech yes, freedom of religions yes, freedom of whatever you want yes....But a democracy is only good for countries where the population is aware of the political issues, the economic issues, the history, the geopolitical issues, the secret information....And up to now, no country fulfill those criteria

    Rwanda is now the World's 9th safest country according to WEF (World Economic Forum), and it is the 4th country with gender equality in the World. its capital KIGALI has been named the most beautiful, cleanest city in AFRICA and the 3rd greenest in the World by UN(UNITED NATIONS) 2015,2016,2017.....it is also the 2nd best place to do business in Africa 2017,2018 by World Bank Easy of Doing Business report... 4th safest country where people feel safe while walking at night 2016, 2017 Rwanda has changed for good, the country will host the 2018 FIFA annual meeting and also the country is chairing African Union this year, where by some lyrics in this song about UNITED AFRICA, Rwanda has championed unity in Africa by opening, now from only Africans last year, now all citizens of the world do not apply for a VISA to go to Rwanda for 30 days in the country. currently the country is hosting African presidents to sign African continental free trade agreement where goods, services and Movement of people in Africa will be easy. this is the best mile stone the continent will achieve since the formation of AU (African Union) in 1960s 70s. As now Rwanda also is spearheading the campaign to have African permanent representative country or countries in the UNITED NATIONS SECURITY COUNCIL.     Correct. And you do well to cite health "Mutuelle" - which has drastically reduced mortality and increased life expectancy in conjunction with other factures, including security (important for reducing strokes and heart attacks) - and for just a few dollars per year. The quality of health care still leaves much to be desired, but no child will die of the ordinary childhood diseases because the parents can't afford the hospital bill.

    Democracy is not always good. Authoritarian is not always bad. People have to remember that the only thing that matters is a good governance that gets the jobs done. Rwanda isn't a mature country. Rwandan society at large isn't politically literate yet. Rwanda can have democratic election 50 or 60 later, but not now. You can't have democratic election just for the sake of having it. You can't sloppily elect a new president every 4-5 years just for the sake of doing it. Just because that's what western countries do. People have to remember where they're coming from. The country has a dark history of prolonged civil wars, geographically landlocked, and located in the poorest continent in the world. Now remember who put an end to all those egoistical wars that kept happening over and over again in the past? Who stood up for the country and said, "there's no end for this war. We have a choice to discontinue the war and focus on developing the country". The current president did that. The country has lost so many generations because of the stupid war. Because one group kept on saying "we're the better ones", while another group kept saying exactly the same thing. The president set everything straight. The president must have weaknesses/faults, but everything takes time, no one can please every person in the room at the same time. Remember, THE ONLY THING THAT MATTERS IS A GOOD GOVERNANCE THAT GETS THE JOBS DONE.

    Everyone must remember, the country doesn't have much resource. No natural resource. No sea shore for building ports. No well educated generation. It is lacking in a lot of aspect. The development will be slow, but Rwanda will keep on going. Rwanda have to set their priorities straight. The oppositions have to realize they can't have everything that they want.

    Democracy doesnt mean limitation of madates like in germain , canada etc . The issue with african presidents is that they are changing their constitution in order to stay in power.

    Well the only concern is that he'll turn bad and corrupt but so far I think Kagame has done a great job he is what I would call a necessary evil in a country where a genocide happened so recently

    Kagame has been a huge success story for Rwanda. But what's more important is, Kagame has to handpick by himself his successor. The next leader of Rwanda, whoever that might be, has to possess the same vision, willingness, dedication, political strength, political stance as Kagame's. The more similar the next leader to Kagame, the better it will be. Learn from Indonesia. They failed to do this and they're derailed from their initial plan. It's very important. Rwanda is doing really great by learning directly from Singapore.

    President Paul Kagame has done a good job in stabilizing his country after the human tragedy in 1994. However, he MUST be mindful that good leaders should always prepare for succession and not become obsessed with power. Powerlessness corrupts and so does absolute power. One of the major contributing factor for the failure of the black leadership and "stagnation" in black governed nation-states in Afrika is that too many of these leaders suffer from the “messianic cult” complex and are primarily focused on the three P’s-Position, Privilege and Power. At the top of his agenda he should ensure that the black people (particularly the youths) in his country stop seeing themselves through these "artificial identities" that was created for them by their foreign enemies/european colonial masters (Germany and Belgium). If Rwandans and other black people in Afrika do NOT see themselves first and foremost as Afrikans many afrikan countries will continue to find themselves trapped in a perpetual cycle of internal ethnic conflicts and their foreign enemies (caucasians and arabs) will exploit the division among them. "If the enemy is NOT among us the enemy from outside can do us no harm."(Afrikan Proverb). United Nothing can Impede Our Aspirations -Marcus Garvey, 1923.

    It's silly to imagine democracy as some stand-alone construct. One can give several examples of absolute monarchies, absolute communist nations (at least from history) and absolute fascist groups...but an institution espousing absolute democracy?? Democracy in countries manifest in different ways: parliamentary, presidential and so on... institutions can exhibit relatively higher levels of democracy as compared to other institutions, which I guess is traced by some form of a democracy index, but a utopic absolute democracy is just impossible. Think of a nation whose army is absolutely democratic...think of a nation whose educational outreach is in every way democratic.

    Although i was born in canada my dad is rwandan i visited the country in 2020 and it was nearly perfect only problems we're that i had to take prevention medicine for malaria every single day (they tasted terrible)

    Well, yes, if you were born in Canada, you don't have the partial immunity to malaria that Rwandans have, so you have to take your prophylactics... And you must have noticed that the government provides free mosquito nets for everyone. You just nip over to your neighbourhood akagari office and get as many as there are people sleeping under your roof. Still, malaria remains a problem...

    Didnt the congolese government under mobutu and kabila cause that by, i dont know, sheltering the genocide leaders who contuie to do cross borders raids into Rwanda, and somewhow covertly work with them? In that sense, kagame was justfied to intervane in congo out of self defense for his country. But then again, mobutu and kabila werent popular in their country and civil wars was already in congo before Rwanda and other african nations got involved.
