Assuming that I can give a BC 3 hours of rigorous exercise a day, can I leave him/her alone for 8 hours in my apartment while I'm at work?

I think you could get there if you were able to split it up and do some before and after, but I'd advise only with an older dog. My BC is 16months old now and would become pretty depressed and develop problems if she had that schedule, she is such a ball of energy that any 8 hour stretch alone and inside would upset her greatly. Good luck!
