Not the “best”. The best would be IAS/IRS. But it is certainly the proudest among all the services (along with Indian army/navy/IAF)

Both r different.. their role is different Army officers r younger nd their physical training is stricter than IPS officers IPS is meant to maintain law nd order, investigate crime not fighting war.
