It will not delete files on the phone. However if you do a restore via iTunes on the phone then yes files can be lost.

Well my phone downloaded 7.1 and i didnt want it to so now i lost 1.9gb space because it said u need 1.9gb atleast to download but i didnt want it to download so if i earse content and data on settings thru iphone will that delete the 1.9gb file

When you do erase all content and data it should remove that file but be careful not to let it download again.

As long as its unlocked and has no ones apple id etc in it, but be carefull when buying a second hand phone it could be black listed

I backed up husbands new iphone 5S to my phone in error., rather than "settting up as new". If I use the 'erase all content and settings' on HIS phone, will MY phone be erased also?

yeah u wont have wifi unless u connect back to it also u will have the same number unless u remove the simcard

Ok but when i run iExplore it says i have 218mb free space and on my phone says 28mb, i also rebooted it and still have 28mb because i deleted a game and video then had 200mb then after sometime like around 5min or less i had less then 100mb, Where did my 200mb go i didnt download or use 200mb yet

It won't update your phone. You will need to update your phone in Settings or via iTunes if you wanted to get the latest version of iOS.
