Sir personally i feel even though iocl reduced it's basic pay but still down the line family becomes more important than money so if given a chance between iocl "refinery" posting vs ongc, i feel iocl would be a better option

These PSUs are very giant companies with different divisions. Each division has different work culture. So it will depend on your division, your job location, boss etc. Difficult but possible in some cases.
