The package was damaged (slightly folded), thus making the cards have creases. That last card worth a lot of money, but because it has visible creases, the value dropped a lot.

A creased card is less valuable because a crease is seen as damage to the card and the more damaged a card is, the less it’s worth. Even a small amount of damage significantly decreases a cards value compared to if it’s in mint condition. If I remember correctly that card can sell for up to 400-500$ if it’s in mint condition. Don’t know what his would go for since I can’t really tell how bad the crease is

Pretty sure he had like donation sets. Where if you donated the specified amount he'd rip a rare card in the pack or bend the pack. On one of the bent booster packs it contained a rare Pikachu which was worth a lot of money at the time.

But, I believe the person above you is more so referring to the fact that a large amount of military surplus/military refurbs are purchased by city and state police forces and has now become much more "militarized" as a result. ...not to mention, they tend to respond with much more force now than they ever appeared to in the past.
