I am from Spain and here it is quite normal. First of all it is a pity to waste food and clients can complain about the waiter not warning, and even reject something if they have eaten too much. Or most of the times they just want to be nice.

And.... the tip is not such an important part of their salary and it is not directly related to how much you pay for the bill

In Spain it's quite common in touristy areas, since oftentimes tourists can't judge portion sizes well and so waiters help them out by making recommendations.

5:33 it's called the carillón and they do it every day at 12 and 6p.m and you can actually hear it from my house and the figures are traditional figures from the festivities of the city it's called el seguici and the music it's Amparito Roca which it's also the music of the festivities of the city that are August 19th- Sant Magia and the most important one September 23- Santa Tecla
