The Secret Service officer with the “fake hand” is doing what’s called “staging the draw”. Essentially, he’s holding his hand in a position that reduces the time of his draw to a first shot. You have probably seen uniformed police use a similar technique called “cheating the draw”. They simply place their hand on the firearm which also reduces the draw to a first shot, making it slightly faster than staging the draw.
