We have developed our own cryogenic engine called C25 which is operational in GSLV mk3

Can we make retractable international space station, where we launch diameter of 5 m and make it in layer at the circumference and make hydraulic arrangement to expand it to 10 m dia or more.Then rotate it to create artificial gravity for the indinauts to feel the similar conditions as on earth ?

No. We still dont know the effect of rotating stations on humans. Ofcourse we can build it but effect on human biology is a concern.

The rotating thing is pure bs That won't work until we make a space station of several kilometres in diameter There is something called gravity gradient, the 1/r^2 term, now for each diff value of r the gravity changes but in case of earth the change is negligible but when you do it for small radius with centrifugal force the r varies vastly like you said a 10m diameter module, each 1m it comes closer the force decrease meaning you will have a diff force on you feet vs your head which is not gonna be a good news for body
