This happen with me too twice, I had no option but to buy water bottle mostly at night@₹20 (while going to bihar trip). If you go to pantry simply they will return ₹5 and you will hear a sorry. Train superintendent keeps Complaint book and he will meet in ac tier 2 or tier 1. You can go to any station and lodge complaint in ASM/SM office with valid pnr, but trust me, no benifit. (Experienced)

Online complaint can be made to senior most officers on railway by sharing one and also on platform. Before abusing government, please share pnr and name, incident. Action is usually immediate .

1st railway's should see whom they are giving the contract is this the way to treat people I feel so pity on this incidents which happening on almost all railways I request government to check it once or try to do some undercover operations on those
