That's civilian vehicle (civ Russian plates) A lot Gaz 66 trucks are used in Siberia as transportation to another town. If there is raining season or etc. Or as a transport to hiking route

The language spoken in the background is not Russian. With the exception of "Davai, Davai". Former USSR, yes, Siberia -- unlikely. More like Caucasus.

Basic dirt roads in some places become flooded due to lack of proper surveying and/or engineering, either from lack of education or just simply lack of funding. Unfortunate, but that's the world we live in.

This reminds me of a training op we did. The objective was on a hill with a twisty road that was well observed going up it. the only other approach was a nasty smelly salt bog. Of course we picked the salt bog, at 02:30. Silently wading through the stench with a few splashes every now and again when someone went through the solid bit. I had to burn everything I wore, the smell would not come out.
