If the technical sponsor is IEEE Bangladesh section is it an international or domestic conference ?

Depends. If the conference is sponsored by one of the Chapters/Societies of IEEE, then it is international. Otherwise, domestic

Dear viewer, it depends on the journal. If it is Open Access, it needs a APC fee. But some journals do not require fee. Actually it varies on a lot of factors
