Well, his brain, in this instance, was parodying Alan Bennett, continuing the theme of dramatists. In the wider context he is employing the technique of a serious narrative juxtaposed with non-sequiturs for comic effect, in the style pioneered by the Monty Python team. So, in many ways, everyone was 'expecting' "ice cream eyes", it is merely a mild variation on a well worn surrealist track

I like to imagine that the City Gent works for the ministry of Culture or smth and it's his job to make these speeches and he'd always been reasonable and logical in his statements until he bought that freezer in which Ice Cream Eyes lives and now he's the only thing on the City Gent's mind. I believe there's some sort of tragic one sided attraction taking place here.

in case you don't get it- the main character speaking represents some sort of intellectual speaker /or politician and mainstream opinion. Iceream eyes represents a small child or teenager with differing views and opinions and possibly very little understanding of the world they live in,tony printout represents a lazy office worker who is bored and trapped in his job but carries on ''the grind'' because the mainstream trend demands that[this could be a reference to the 80's and ''big booming businesses''] . ''eugene's secret note passed under the door'' represents a troublemaker that often gets others in trouble and refuses to take any responsibility.
