Do ads appear on our comments, so can we make money? Or is it just from the tweets we send? Because I can get 100-200k views a day by replying, but my tweets only get 100 views

Pls I need assistance. I have already gotten all the requirements for the ads revenue but still telling me am not eligible. I have 11m impression but still showing am not eligible. How can go about it
