For the indexing, can you make the first rabbet at the top of the wood and 10 cm away from the rest - then when done both sides line up the first rabbet, clamp them together and then cut off you indexing rabbet - you are losing some wood but all the following one should be lined up

If you can use a dado stack and the correct size pin(dowel) as the louvre, the errors can not happen unless it's sled wobble, 👍

I think you're on the right track, eliminating backlash and increasing accuracy, although I would still prefer a flat index peg on the fence itself, but that's just me.
