I don't know that the Suppression Ray interaction is a bug. For example, if you have effects on a spell that say "Tap a creature" or effects that tap it (like for any of the give me indestructible and tap me creatures we've seen) they still work even if the creature is already tapped. It only matters if tapping the creature is a cost. In this case, you're still tapping all of their creatures even if some of them were already tapped.

I tried to link to Gatherer earlier, but I forgot KZread doesn't allow links. But if you go on the page, the first ruling says that you can only stun creatures that were not tapped before using Suppression Ray.

Even if the creatures are already tapped, the suppression ray does tap them, so it is not bugged. You are able to tap a creature even if it is already tapped.

Nope, you can target it but it is essentially already tapped, so that you wouldn’t be able to stun a creature that attacked previous turn

I see, you're right. Because the creatures were technically tapped by the spell, but since they were already tapped you cannot apply the second effect. Makes sense
