It might be a form of tunnel vision. About ten years back one of my friends was talking about moving there for a job. He took a trip there to take a look around while crashing on a friends couch, scope out some properties and see what was available, when he came back he'd talk our ears off about their subway system (since he loves trains) but he never really talked about the rest of it. Fortunately that job offer fell through so he ended up not moving.

I saw a video about the scaffolding. I forget the details, but it's something like you have to get your work inspected when it's done, there aren't enough inspectors, and it's "done" when you take the scaffolding down. So the scaffolding just stays up way longer than it needs to. Cheaper to leave it up than to bribe an inspector.
