Me personally I use them with the set so therefore they don’t get wasted

I've been keeping all my set's spare pieces all my life exactly for this. I can't afford more than a set every year at most though so I don't even have as much as this.

Yeah even a couple of the first Avatar wave sets I got didn't come with tails for some reason. It could be dependant on the factory like you were saying.

Maybe try making a Lego creation with a t-13 action figure as a base, it's cool, and cheap, but hey, never judge a book by its cover.
