More than likely, they paid the officers involved to do this during their off duty hours. My city is host to two sports arenas and they are always hiring our officers (and those of surrounding cities) to work the games for them.

The clear stars of this video are the editors who made it look like all of this was happening simultaneously when it obviously wasn't.

This is pretty cool let the police interact with the community in a fun way because those guys especially the good ones need a mental break from the job and let's them let loose a little bit and just enjoy themselves. My tax dollars went to good use for this. Think of this as a fun police training regimen.
