Aqua Jet has priority +1. So even if you have higher speed you can't move first if you use moves with lower priority

@@rc_arcticbreeze832 Plus, I'm not entirely sure, but generally, players won't evolve Pokemon that require trade, so they would not have even touched Scyther in the first place.

@@TebbIndeed I guess everyone has their own ruleset so you can't really knock em for it. But the rule with no legendaries and pre-evolved pokemon with a different typing is pretty universal.
