It's an old tub of epoxy clay: www.smooth-on.com/products/free-form-sculpt/ Adding water to the surface helps smooth it out.

Bill, have you seen the Fallout TV show on Amazon Prime video, and/or have you played the Fallout video games that serve as its source material? I have a gut feeling that you might like both of those.

We haven't gotten to watch the show yet, but I've heard such great things! I played Fallout 3 a bunch and enjoyed Fallout 4. We've made a lot of stuff from the games: www.punishedprops.com/fallout-props-costumes/

Thanks! We design our decals in Inkscape and cut them out on our vinyl cutter.
