So in this case I can go and purchase a penthouse flat in central London for about 400k which currently has about 10 years lease left and during my ownership, before those 10 years passes the commonhold law will be introduced and my 10 year lease will be extended to 990 years. The only reason of those more affordable apartments in central London is because they have 10 or less years left on lease and I've been told it costs 600k to a million to extend those leases. How is this going to work?

These massive values are linked to something called marriage value. This is where the huge value added by extending the lease is shared between you and the freeholders. We do not have a crystal ball and I cannot say whether you would get this extension for free. What I can say though is that when you extend it no, the extension period will be 990 years.
