Very simple, Just take full export normally and import it in a 19c environment.

Sir, I just followed your steps and I am getting an error(ORA-12560: TNS:protocol adapter error) in step6 while connect database using the sqlplus / as sysdba(after I set up the oracle_sid, path, oracle_home). Could you please guide. FYI, I am doing this upgradation in windows server. Thanks

I don’t see where you restore the backups to the target db

If you doing this activity on same server then you don't need to restore any backup, if you want to see upgradation using RMAN backup check my another video
