Do i need Wifi/Internet connection to use Wii Usb Helper? Because i used to Download Rom games in my phone and put in my pc because our wifi doesn't work on my pc

Can I delete the download after I've unpacked it to my selected directory? Download BotW and unpacked all (base game, DLC, and update). The raw files take up 10gb. Hoping I can delete it to save some space.
