How do you cover up sections of your prop when spray painting? Painter's tape will often pull up the PlastiDip

Yeah, I've made the mistake of putting tape on plastidip before. To avoid that, after plastidip I'll usually just paint the the whole thing with a good base paint (mostly i use rustoleum paint + primer 2X), and then tape it off from there.

Acrylic spray paint (for cars) good for EVA foam? If not what kind of paint should I use for EVA foam for cosplay?

As long as you have a good basecoat on your foam (I use plastidip) you should be able to use any spray paint. My go to paints are rustoleum, painters touch, and krylon. If you're unsure of a paints quality, just test it out on a scrap piece of foam to see if it's right for your cosplay.

For the visors or eye parts, where do you get the tint?

Spray paint is the only kind of paint I use. As long as the paint is compatible and you prep the surface properly, follow the directions on the can, spray paint is great for props and cosplay.
