Apparently my home builder attached the fixture to drywall only. No stud mounts, or braces. I learned yesterday to my surprise to see the housing being held by wires, because the drywall gave in. There are atttic studs 24" away from east to west, but noththing fro m north to south. Can i just add a 4x2, and fix it to the 2, 2x4s. The re-affix the light fixture?

Yes. Or there are metal bars that can be attached between studs to anchor the box.

I installed a light fixture exactly this way and it will not turn off. I have 2 sets of wires coming from the ceiling. If i connect all black, white and ground wires it will not come on. If I disconnect 1 black wire it comes on but stays on. Switch on wall does nothing. Any ideas?

Look for a green screw in the metal electrical box and fasten the new ground wire from the new fixture under the green screw.
