Heat tape sounds like what I need. I am not in a mobile home but one of our bathrooms is on the back of the house in an addition, where underneath is a crawl space that is sparsely insulated, so our hot water line just froze and even the toilet return was having trouble. Both pvc as well. Will try the heat tape thank you!
Do I need to dig down four feet around the main line and run heat tape down there as well?

No.
I already installed heat tape. Do I have to do the drip still?

If the heat tape is working, you do not need to leave a drip unless it is below 0 degrees
A pencil lead sized stream of cold water from one faucet

just drip the hot water in bathtub and open cupboard doors in your home where plumbing is on the side of an exterior wall
If you have 3 or more sinks does the drip need to be done at all or is any one enough?

One is enough
