What if enter unlock code windows isn't showing after I switch my sim?

can i request the code ahead of time even if I don't have a new sim card (like weeks or months ahead of time)?

I tried to unlock my phone (Samsung A12) through the online unlock portal but got an email saying the request was denied and that the phone must be unlocked through the AT&T unlock app preinstalled on the phone. This app was NOT preinstalled and the Play store says that the unlock app is incompatible with my model and does not allow it to be installed. How do I unlock my phone now?
