when you are drilling into brick or concrete it is about the size of the plug which then determines the drill size. the plugs are amazingly forgiving on screw size.

Always to the brick, not the mortar, since the mortar is softer

Never drill a hole in brick. You can patch mortar. You cant patch brick.
