A little instruction on how to use the size chart would be helpful. This is almost useless without it.

Ever figure this out?? I'm lost as to how to cut these top the measurements provided
I’d put that batting on all the panels and use a heavier fabric too. Especially with no hat forms to steam the hat into shape.

I just bought this pattern, but can't figure out the ruler sizing system at all. How does it work? There are no instructions in the pattern.

None of my patterns came with measurements or the details you have shown on your downloads
The size ruler is NOT accurate. Each inch is off by 1/16th to 1/8th so by 12 inches you have lost a half inch. On top of that the ruler has two 12s (11, 12, 12, 13, etc). Use your own measurements to correct the ruler. Once I did that I have a cap that fits.
