What do you think about adding landscape fabric to the bottom before the sand / pea gravel ?

Hi David, you could, but it isn't entirely necessary. The compaction of the base material should be so tight that nothing will be able to break through. After installing a 3-4" base, it is unlikely anything will be able to grow underneath the space. You biggest concern would be weed seed coming into the area and germinating, which can easily be pulled by hand or killed by using a herbicide.

If I’m doing this in front of windows (instead of a pool) what could I use instead of gravel? Rubber mulch?

Sure! Rubber mulch would be a fantastic, long lasting option.

Is the sand necessary or can I place the stepping stones and pebbles directly on to the dirt?

Hi Libia, You can place the stepping stones and pebbles directly on dirt, BUT the screenings really allow for a smooth and compact base to place the stepping stones and pebbles on top of. It would be okay to skip the step, although I wouldn't recommend it in an ideal installation.
