I did this without the weight and it helped, I also glued the cranes and mast on the bow allowing it to sink slower

I did exactly what you did and i painted the modle i also added weight into the stern so it will sink, thank you.

Does this also fix how deep in the water in the water it floats? The original model from the 90s sat higher in the water than this.

No sadly it doesn't help it float properly it would need to be re designed entirely if it was to float correctly

It doesnt sink all the time Sometimes it just lists on its side and refuses to sink
