You do not need a double top plate on a non load bearing wall.

That's correct, I believe I mentioned that in the video! The double top plate is mainly to help support the weight above it. But also If you have a long wall or a corner, overlapping the extra top plate helps secure those transitions between wall sections. But if you are just adding a wall to separate an existing room or add a closet or something you don't really need it.
