It's a known bug with nvidia drivers. Nothing is wrong with your PC. A ton of people including myself have the same issue. Nvidia is aware of this, and apparently, they are working on a solution. You can stop this artifacting by going to chrome://flags/#use-angle and changing ANGLE graphics backend to OpenGL or D3D9.

This is an old post, but it's the first hit with "youtube flashing" or "youtube flickering", so I thought I'd post a recent-ish update. I can't remember where, but somewhere recommended I turn on the Vulcan flag in chrome for AMD hardware, enable #enable-vulkan in chrome flags. Well, this had all kinds of issues with various sites, including youtube. I disabled the flag again and everything is working again.
