Registry Issue. Go to shell icons folder and delete any rules.

You're an absolute life safer! Clearing the cache wouldn't fix it at all, but deleting a registry entry that was with "29" with no value in the "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Icons" instantly fixed it!! Thank you! @@statikks4697
