Replaced charging port but still not powering on, current meter shows 0.09A draw, do you know what else could be wrong?

You don't show what flux/solder your using or what the film was that you placed on the port prior to soldering back in place, would have been useful to know.

is a film..but is just a heat shield when you solder a new device

It's "kapton tape". It's used a lot on electronics. It can handle high temperatures, so it is useful to shield sensitive things while you're using hot air.
