This is wrong. Use a wood glue and a dowel would be plenty. And another advice: get some clamps.

Just thinking... Wouldn't it be better to use a wooden dowel instead of a metal bolt since metal tends to decay the wood or enlarge the hole in time as wood changes with climate. This way a wooden dowel with glue will keep everything in place.

This is how you shouldn't repair a chair. The metal axle and the screws will damage the wood over time.
